Abstract

The subject matter of this article is the provision of social services by the underlying unit of self‑government, i.e., the commune. It is this level of the underlying territorial division of the state that facilitates providing a prompt and accurate response, as part of performing public administration, to the emerging problems, including the satisfaction of social needs. The commune is obliged, inter alia, to meet social needs at the local level, including those which are intangible in nature and, as such, can be fulfilled through social services. The commune Carnot abandon its responsibility for meeting these intangible needs, and they must be fulfilled on an uninterrupted basis, as the legislator has obliged it to do so. In order to meet this obligation, the commune can establish an organisational unit ‒ a social service centre ‒ through which it will provide social services.
