Terroryzm jest zagrożeniem, z którym Europa zmaga się od wielu lat. Pewnym katalizatorem przyśpieszającym politykę Unii Europejskiej w zakresie zwalczania tego zjawiska był atak na World Trade Center w 2001 roku i wynikające z tego zdarzenia konsekwencje. Terroryzm nie jest obecnie zagrożeniem tylko dla Europy, ale stał się problemem destabilizującym środowisko bezpieczeństwa w wymiarze międzynarodowym. Jeden z jego nurtów – terroryzm prawicowy – postrzegany jest przez ekspertów jako zjawisko o tendencji wzrostowej, które może być kolejną, piątą już „falą terroryzmu”. Terroryzm prawicowy jest oceniany jako emanacja wielu obecnych problemów, z jakimi boryka się współczesna Europa, takich jak nielegalna migracja, wzrost nastrojów antyemigracyjnych, działalność partii populistycznych i konflikt pomiędzy Rosją a Ukrainą. Dlatego Unia Europejska zmuszona jest konsekwentnie realizować kolegialną politykę ukierunkowaną na zneutralizowanie tego problemu.
Terrorism is a threat that Europe has been struggling with for many years. A certain catalyst accelerating the EU's policy to combat this phenomenon was the attack on the WTC in 2001 and the resulting consequences. Terrorism is currently not a threat only to Europe, but has become a problem destabilizing the international security environment. One of its trends – right-wing terrorism – is perceived by experts as a phenomenon with an increasing tendency, which will be the next, fifth "wave of terrorism". This trend may be a reflection of many current problems that contemporary Europe is struggling with, such as illegal migration, the rise of anti-emigration sentiments, the activities of populist parties and the conflict between Russia and Ukraine. Therefore, the EU is forced to consistently implement a collegial policy aimed at neutralizing this problem.
